Pay element rate reverting to the old rate after period end.

If the rate change was completed using Import Pay Details and the carry forward options were ticked, the rate can revert back to the previous rate if the employee's pay element has an effective date.

Currently, the Import Pay Details wizard can only add rates or quantities to the pay element and doesn't support adding effective dates to the pay element. If the pay element has an effective date present, SelectPay will default to the effective date's rate upon period end or the next time the pay element is updated.
