If a new database has been created by Access, if you don't have a live PAYE reference during the creation, RTI submissions will be disabled. To enable live submissions, follow the steps below.
Click System, and then click Company Details.
Click the Year End Returns tab, and then select the RTI checkbox.
Click Save and Close.
